Same thing here! I'm playing cooperative mode and the same problems are present. No red flag and safety car, both deactivated and unable to be changed. No blue flag. Game with 100% full turns configuration.

Yep, blue flags don't work. This game was marketed using red flags. But where the hell are they? I feel cheated
