Online services locked because of steam overlay not being activated

Summarize your bug When starting my game I get the message that my steam overlay is not activated and that I cant use online features because of that. Thing is my steam overlay is activated and works in every other game. I tried reinstalling the game multiple times, have checked the files multiple times and even installed steam again.

Steps: How can we find the bug ourselves? Good question since this just happened a few weeks ago out of nowhere. But basically start the game. Then go into the start menu and while connecting to the online services the message pops up saying I should activate the steam overlay.
What happens when the bug occurs? I cant use online features.
What do you expect to see? Online features and being able to play the game with other people.

I checked my steam settings multiple times and even turned the overlay off and on again too.
