PC Hard Crash - Black Screen

Summarize your bug Hard Crash, Black Screen, No Signal to Monitor/TV Always happens when I finish in 5 Laps in the Feature 2nd Race of Single Player Career Mode. It has not been able to save and progress beyond as it always crashes after I finish the race.

Can you please provide the name of your current internet service provider? Rogers Internet (Canada)
Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Created a new profile in Single Player Career Mode F2 23 (I think its 23) - I changed the helmet colours and name and chose and finished a full qualifying run for Bahrain. Took pole position. Start the Feature Race 5 laps in the pole position and finish in first.
What happens when the bug occurs? After the checkered flag, the cinematic scene will play for a bit and then the screen goes black and no more signal to the monitor and computer needs to be restarted by holding the power button. This crashing is also intermittent in other parts of the game, video settings, Time Trial, Breaking Point, etc. Consistently in Career Mode -Single Player - (Driver) but all over the place on a random basis.
What do you expect to see? I would expect it not to crash and the game saves and I can proceed to the next race.

ASUS PRIME B660-PLUS D4 - Updated Bios to 3010
ASUS TUF 3070 GPU - Nvidia 546.33 Drivers
32GB Memory
Windows 10
Here's what I've tried:
- sfc /scannow
- Check integrity of game files via Steam
- Uninstall/Reinstall Game
- Delete Hardware config xml file
- Change GPU settings (Decrease Quality, Change Anti-Aliasing, etc.) - This sometimes causes it to black screen but not always
- Uninstall GPU Drivers with DDU (Guru3d) and reinstall latest Nvidia 546.33 Drivers
- Plug in an Xbox 360 Controller
- Look in the Event Viewer for clues (dwn.exe & Kernalbase.dll seem to go off when it crashes and I tried a bunch of things to solve that, no luck)
- Clean Boot, Safe Boot, Minimal Boot
- Run Windows Update
- Increased page file
Things I have not tried yet:
Reinstalling Windows 10
Upgrading to Windows 11
Pretty much at my wits end as I consider myself fairly competent in trying to find a solution especially when others have experienced something similar and its been documented.
Solution (what worked for me):
Graphic Settings
Video Mode
Vsync: On
I vaguely remember turning this off two weeks ago now as I figure as higher fps couldn't hurt even though my TV probably can't handle it.
Boy was I wrong and I forgot I had changed this setting.
With that setting changed, I finished Bahrain in F2 and played in Time trials and messed with other settings in Graphics. Turned everything to ultra high. 16x anti-aliasing, etc.
