    I found a fix. Disconnect or turn off controller untill the game gives message of no controller. Important: now first press keys on your keyboard untill the message goes away.

    Now turn on the controller. The game instantly responds to controller input and now there is vibration.

forgot to mention also mouse clicking and moving along with keyboard pressing.
