All of those things can be thoroughly enjoyed as well if you play on a pad ✌🏼
Simulation does not necessarily mean wheel-only.
When you take a seriously look at it, it has way more to do with how rewarding it can be to devote your time and effort into a certain aspects of gameplay.
As it is, there are whole tabs of the setup menu that are virtually meaningless. There's not enough feedback (FFB mostly, but not exclusively) or handling benefits to experiment or fine tune a setup. At the end of the day, the game does not reward your work - and you'll be crashed out on T1 of lap 1 online, or have the same broken R&D car by the end of season 3 of any career mode.
A wheel and pedals set will inevitably be superior to a pad when it comes to inputs range and FFB, but pushing towards better physics and customizability does not mean leaving pad users behind.
