Strict Track Limits in higher Ranked divisions/A license

This would be nice, and also when you get taken out by some fat greesy console nerd, make the penalties strict, or add an extra layer to the License system, I'm sick and tired of playing vs cheaters and people that can't win just blatently taking you out with absolutely no repercussion, its ridiculous.
