Time Trial doesn't rank me or provide ghost rivals

Summarize your bug Time Trial stops ranking me for my best valid laps and doesn't give me ghost rivals or the driving line from my personal best.

Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Go in Time Trial. You'll get the default ghost and the driving line for the first lap. Beat the default ghost. Alternatively, load a setup off the leaderboard and go on track.
What happens when the bug occurs? Upon beating the default ghost, your personal best is recorded but doesn't give a leaderboard ranking. It doesn't give a new ghost rival. The driving line disappears. Subsequent laps will acknowledge your new PB but will never rank you or give you new rivals.
What do you expect to see? A ranking. A new rival and their ghost. The driving line from my just-set PB.
It's all turned on in the options under Time Trial Settings but doesn't show in game. It worked during early access but appeared to stop working upon official release. I'm only reporting it now because I use TT to gradually learn new tracks and study the ghost cars. This bug has gradually become untenable.
