Timing for contract negotiations & retirements still broken despite fix?

So, a bit of background. My first Driver Career save had Hamilton announce his retirement mid-season, and then retired at Las Vegas despite being on course to win the championship at Abu Dhabi (all he had to do was finish at least 4th or something). On top of this, I negotiated to go from Williams to Ferrari but the negotiating window also happened at Las Vegas, causing me to switch to Ferrari at the last race, along with everyone elses transfers occurring. It was a weird mess and I ended up scrapping the save.

At that point I found out that it was a bug that was fixed but the fix would only apply to new seasons or saves. 

Fast forward to today with a new Driver Career save (note: save, not even just a new season), and I have again had the contract negotiation window happen after Silverstone and before Hungary, not after Belgium - which is the race before the summer break, when I would assume the the window should open - and I'm wondering if the bug still exists, that again the window is one race early and therefore will occur again before Abu Dhabi, not afterwards, ruining any potential championship fights and just being annoyingly unrealistic.

Has anyone else experienced this bug with a new save since it was supposed to be patched? Is it worth me even continuing?
