Unreasonably high GPU usage while in menus

Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Just browse the main menu, or F1 World menus and observe the GPU usage.
What happens when the bug occurs? High GPU usage and thus high performance draw and heat generated
What do you expect to see? Way lower, and a reasonable GPU usage
TL;DR: Why does the game have higher GPU utilization (and by extension, higher power consumption) in the menu than when in-game?
In-game: 30-45% GPU utilization / 110-135W power consumption
Menu: 50-90% GPU utilization / 175-250W power consumption
I have noticed that my GPU (RTX 4090) can use somewhere between 50-90% GPU while just idle and browsing and traversing the main menus.
I don't know if every menu screen is being layered and rendered at all times like last year, but this needs to be fixed acutely as it is pure waste of energy at the moment and generating a lot of heat for no gains.
Please note that if I hadn't previously undervolted my GPU and capped the framerate, the temps and power consumption would be even more ridiculous, so I am curious to see how many else that is experiencing this without noticing it.
Note the upper left performance overlay and GPU utilization % and power consumption, 175-250W to just render a menu makes absolutely zero sense and as energy isn't free and are steadily raising, this needs be fixed at all costs:
Worth highlighting is that the GPU utilization in-game is way lower and it's consuming less energy (110-135W) while in actual gameplay so something is incredibly broken in the main menus.
