add more quali laps and a cooldown/recharge lap for the AI in qualifying

the AI just do 1 qualifying lap then heading straight back into the pits. even in wet conditions, they just do 1 quali lap. they should be doing more laps in a row, especially in the wet.

just add hotlap then cooldown lap then hotlap again, like in real life.
