A little trick I’ve been using but is not of any use to you right now is turning the development down from default. The lower setting has slowed R&D for everyone and seems to trigger a rule change every year so far (3 seasons). Maybe it’s been random luck though
That isn't something I've considered. I've got over 34,000 resource points but no way to use them. I don't understand how other cars have developed better than me when my car is maxed out on everything but power, which is 22/23
