2nd question is obviously ABS assist. In real life F1 cars dont have ABS, but your regular car has it.
In game when using ABS you have understeer when braking and steering, this is done on purpose to be slower in game with ABS.
No assist should be faster in game. In reality it is different I bet every F1 car with TC and ABS would be better and faster, then without these 2 assists.
To simulate the correct driving behavior you should switch off all assists, I think that would answer your first question too.
