Well it shouldn't be. Personalization is part of the game and it is very important. Imagine making a career in another game like FC 24, making a career in a real team and finding yourself with a jersey for your player without flocking and without a sponsor, it would be unreal and not at all immersive. The community has been asking for this for a long time and it should in no case be paid for but should be an integral part of the customization for the players.
The franchise must look into this, to evolve this system.
