I have noticed that drivers willingly crashing into another driver on a straight line from the side of the car and causing a DNF, are not being penalized, does it have something to do with the track limitations settings (strict vs regular) ??
Track limits don't have anything to do with collision penalties.
The game was designed with a wide range of skill levels in mind so they programmed the penalty system to be fairly lenient, though this obviously has the downside of allowing people to get away with some dirty driving when racing online.
