Yes, it's pretty much normal. What you're referring to are games in the Xbox Play Anywhere program. F1 has never been part of that program. No EA game has to the best of my knowledge, by the way.

Xbox Play Anywhere, or any other platform-agnostic/cross buy programs, are definitely not the norm.
