Well, there's always a chance. If you can be dead like Senna and Hunt or in a coma like Schumi, look a thousand years old like Prost, have no real success like Kamui or Pastor and you still get an Icon slot then there's always a chance.
It isn't just as simple as them cherry-picking people they like, but Seb is probably one of those that people would like to see return, so it'd be nice if they put the work in to obtain him. Although it was apparently rumoured that they tried previously and it didn't lead anywhere.
