Blocking in quali STILL an issue after all these years

Just as the title says. The AI blocking in quali sessions and not getting penalized is still an issue as it has been for AT LEAST the last two games.

It usually happens as an AI car is leaving the pits on an outlap and runs slow on the racing line for the first few corners, today it was the swimming pool at Monaco. I’m exiting the swimming pool on a flyer, one of the Red Bulls is on an outlap going slow and I end up rear ending him exiting the swimming pool. Now I get it’s Monaco and it’s difficult to get out of the way, but the AI car didn’t get a penalty for impeding me. 

This is a serious immersion breaking thing for me as the AI is really hit and miss about giving way to me on a hot lap, it seems to depend on where I catch them, and this is okay as it happens in real life, but the lack of penalties is complete garbage. 

Can we PLEASE find a way to fix this sometime, preferably, before F126, that would be awesome.
