I agree, ghosting them isn't even an advantage because they'll not out-drive the penalty.
Similar for formation laps. Whenever there is a formation lap, people will brakecheck you, press ESC and not get a penalty/reset because their car is AI controlled. So you get reset with cold tires and they can keep driving.
I actually got a Drive Through penalty for starting perfectly fine today. Even a little late compared to others.
