i believe you can only set the driver moves on or off at the start of the career. You don’t pick who you replace when you move teams and the seat you have gets filled by another driver which could be an f2 driver, another F1 driver or, if enabled, an icon

If driver moves are off id assume it would then replace with the correct driver. Personally i don’t know as i prefer to play with driver moves on

In driver career, I believe the drivers are pretty fixed when Driver transfers are set to off. Like, say you join Ferrari, you replace Hamilton with your driver. Hamilton leaves the grid and watches from the bushes for that year. If at the end of the season you want to join Mercedes and replace Russell, then Hamilton takes his Ferrari seat and George spends the year scratching his backside instead. Abit like it was prior to Driver Transfers being included all those years ago.
In MyTeam, I don't even know if you can turn off Driver Transfers as it's a fundamental aspect to the mode. I believe turning driver transfers off would stop retirements and the drivers would stay at their team perpetually. The only query for me would be if you steal someones driver. If you took Hamilton from Ferrari then who takes his place as your driver wouldn't? I can only assume that the F2 driver you had in season 1 would switch. But then what if you want Russell for Season 3 and drop Hamilton? Does he replace George at Mercedes or take his original seat back at Ferrari and your original F2 driver moves to Merc? It's actually something i'd not thought of before as I haven't turned Driver Transfers off before.

So in MyTeam driver moves cannot be set to off but they now only happen at the end of the season. Before they could happen at the mid season in 16 or full race seasons and sometimes would see a great but expensive driver get dumped because the team was short on cash. Even now Verstappen has been out if the sport in my save for 2 years but is not retired.
I do not know about Career this year.
