No it will most likely be as the last years, each team has its own upgrade "path" and the upgrades will differ ever so slightly in efficiency but really nothing huge and the will likely also as the past years not end up with the same potential. Like in F1 24 Red Bull starts with more downforce than Alpine and gets more front downforce from its upgrades, only a minor extra but still. However each individual upgrade will have so minor differences team to team that they wont feel differently per se, but the impact on the car behaviour will of course be different due to different car characteristics.
