If you're controlling Hammy/Hulky in Driver career then that'd be different, i'd expect. There's different progression paths for that that the player has control over. In MyTeam, i've never seen any old fogies progress stats upwards.
In terms of MyTeam, my assumption would be that the controlled player doesn't grow because they've never needed to before. When it was a created owner/driver, you had no intrinsic stats to grow so it's possibly an unintentional carry-on of that. You're right in that it does need resolving.
