Will F1 2026 DLC support 22 cars + spectators?

With the 2026 DLC adding an 11th team and 22 official cars, will private multiplayer lobbies support:

22 drivers + spectator slots separately or will spectators still count inside the 22-player cap?League racing communities need clarification because broadcasters/stewards often require spectator access.
