I am currently 15 races into my career. Created my own team and hired a second driver however, between races I alway select the option to improve his stats (originally 65) but he hasn’t improved at all, in any aspect. By this stage, going by the previous game, he should be into the low to mid 70’s overall, but no, still on 65 and nothing has gone up. Anyone else experiencing this issue with the 2nd driver?
I have the same problem. I always use the activities that boost my second driver but the improvements only stay for the next race weekend. And my bought improvements for the simulator have no effect at all, I literally burnt some cash right there.
I have this issue too. I noticed that the upgraded stats from facilities didn't show in August last year after a patch but pretty sure it came back (this is F1 2021)
Is this a design decision on F122 and the upgrades are applying but just not showing?

I don't think so, my driver doesn't perform better than before. Okay, technically he does, because meanwhile my team is number 4 in terms of performance and super close to the Red Bulls in P3. But you'd expect regular point finishes from an improving driver that's driving a car that competes with RB. But nothing's happening, my rookie got 3 points so far (15 races) and most times he isn't even close to finish in the points. He doesn't improve and the only reason he isn't dueling with Latifi is the fact, that I already have a damn fast car.

In previous games the ratings boosts that activities would give were permanent. Can we please get confirmation if this is a bug or intended new design @EA_Kent ?

same here i have spec 2 facility but it hasnt improved my 2nd driver at all
I have the exact same issue as well and from what I am seeing from friends and online this seems to be an all to common problem. In fact apart from the teammate not getting any changes to their stats, it is the whole roster of drivers that does not change. I have had multiple year long seasons and all of the drivers stats remain the exact same from when you first start.
Please can someone from EA or Codemasters confirm the design of how the 2nd driver stat upgrades are supposed to work in career mode?
I've just started a new My Team game on 1.08 and gave my 2nd driver stat upgrades with the first lot of Activities but after finishing the first race Bahrain, those increases were gone again and the only stat that has changed from the original stats is that focus went down 1 point probably due to crashing in the race and doing really badly. Is it a bug or are these increases just temporary for one race?
