Had the same issues but managed to fix it.
I had to update my GPU drivers, also I had to turn the resolution down because I had horrific frame times which messed with the tracking.
Also try DLSS or FSR helped me quite a lot
I'm running an rtx3090 and steamVR. For some reason whenever I move in vr there is stuttering and lag. Not sure why. I've even lowered the setting all the way down and I'm still stuttering everytime I move my head in vr

Summarize your bug: everytime you move in VR there is stuttering and framerate loss only when you move your head in vr to look around. If you don't move your head at all there isn't any issues. Only occurs when looking around/ moving your head in VR

I am using HP Reverb G2 V2. I can confirm this is happening to a degree with Oculus Link / Air Link and Virtual Desktop with the Quest 2 as well.
It only seems to happen mainly in the pits. Once racing it is not nearly as bad, even when you move your head.
I have the same issue when using my Reverb G2, head movement is very juddery even when dropping resolution and overall settings to a minimum.
However when I use my Valve Index Headset everything is perfectly smooth even at ultra high settings.
I tried today again with my G2 and still the same issue.
Rift-S: regardless of settings and resolution, stuttering and lagging ingame headmovement.

Latest NVIDIA driver with an MSI RTX3070
I7 8086k@ 4.8 GHz
32 GB DDR4 RAM
I tried different ingame and Steam and WMR Resolutions without any success.
I reinstalled Steam VR completely
I completely uninstalled and reinstalled oculus
I reinstalled WMR
The movement of the 2D screen is Butter smooth, FPS are fine but the ingame VR movement is broken once I enter the cockpit of the car
I have the same problem on Oculus Quest 2 with Wired Link
Same issue. VR version is unplayable on Oculus2 using SteamVR and oculus link cable or virtual desktop. On the laptop screen looks fine only VR is affected. Also 2d screens on VR are fine. Issue only present when in a car.
I posted up my detailed thoughts on this under General Discussion but the first thing to try to reduce / remove that stutter is turn Ambient Occlusion off completely in the in-game graphic settings.
For me this was the single most effective change in getting rid of that cockpit head stutter.
