@LeemiddsI also have this problem, I boxed 3 laps in a row under vsc because it was a long one and each time I went in the box and never served the penalty. I’m in Xbox series X and have the same issue.

While the bug posted by the OP is valid (and I would imagine that laps under a VSC or full SC should not count towards the laps remaining to serve a DT penalty), in the official F1 rules, you're not allowed to serve a DT penalty under safety car conditions. So you have to wait until normal racing conditions to serve it.
