No SBC Storage at All

Steps: How can we find the bug ourselves? I have no SBC Storage at all. i cannot send players to a storage and there is no where to access the storage like other people can. It is just doesn't exist in my game.
What happens when the bug occurs? There is no SBC Storage at all. I cannot send players to one and I cannot access it in SBCs
What should be happening instead? I should be able to send a duplicate player to an SBC Storage and then use that player in an SBC.
I'm seeing people having issues with accessing players they have put into their SBC Storage.
But my issue is I just don't have the storage at all.
I cannot put players into one because there isn't one.
