CREATE A CLUB?

To anyone and everyone who has played the game already, can someone please tell me what is with CAC? With regards to, does it still exist, is their anything new about it, or did they take it out completely? I'm only asking this because I have no idea. So if many people can give me answers that would be great. Thank you!
