While Xbox Live is needed to play online, Xbox game pass isn't needed at all. It's just a subscription that gives access to various games, like EA Play. EA FC 25 currently isn't available on game pass. Let me know if you have any other questions. 🙂

what is Xbox live? I thought this terminology was obsolete?
if my son wants to play online with his friends, what does he need?
probably Xbox game pass gold or core, make sure to check, but I know for a fact if you get ultimate he can play online.
forgot to mention xbox Live is the service that let's you play online with your friends so he could play against his friends on FC or with them.
