It would be dependent on your connection. So you want the faster connection. If you play rivals test your delay with the online input overlay.
It will show you two controllers on screen. One is your local connection. The other controller is the connection to the server. If you have the better connection these will by in sync with no delay.
If you have a bad connection they can be 4 seconds apart and this would mean you have really bad delay.
Since there is no host the other persons connection doesn’t affect yours like p2p.
Also if you are playing someone in Singapore there is a server there so you are likely the one with the worse connection.
