Not getting same packs as others

I’ve logged into my EAFC 25 and went to packs to see only 2 premium options while in DIV 5.

why on my friends account who is in DIV 9 there are 5 premium packs he can purchase with better chances of packing quality players ?

Any update why this is happening? Dosent seem fair at all that other players get to buy better packs then others . Chances are not same then and is misleading
