PS5 - None working matchmaking region (Clubs)

NA - East player here, most of my matches are completely outside of the my region. Why am I being matched up against players from France, England, Netherlands and Brazil? I'm surprised there aren't not enough people complaining about this issue. Most of my lobbies are averaging on minimum between 90ms and 198ms on maximum, rendering the game unplayable.
