Shortage of National Teams

I'll just get straight to the point.
Why is it that the amount of national teams in EAFC releases as of late has taken a considerable decline?
National team representation is a huge part of football, and the absence of big national teams like Brazil and Uruguay is seriously concerning.
EA has the players available to them, I don't see why they can't add in more teams with the flag and generic kits like before.
I mean there's hundreds of kit templates available, if you can make so many for the create-a-club mode then why not, unless there is a licensing issue that I'm unaware of - in which case, fair enough.
All I'm saying is they have the resources to include more national teams, if they want authenticity in their game then this would be a considerable step forward.
