WHY CANT I CREATE A CLUB

What the hell is this? Why can't I create a club? What is the 'full club experience'? Why is it trying to take me to the store? Why is the store unavailable?

Only if you use the quick navigation. A drop-down on the left navigation side if you hold LT (Xbox).
