Best Match Team Size Filter not working

My team typically plays with 2-3 players, but in FC 25, even with the "Best Match Team Size" filter enabled, we keep getting matched against 4-5 player teams

This wasn’t an issue last year—matchmaking was faster, especially with the introduction of cross-play, and 90% of games would be against the same number of players - 2v2, 3v3, 4v4 etc.

In FC25, more often than not we're playing teams with a player advantage on us.

Is this a known issue, and are there any plans to fix it? Any help would be appreciated.
