That is to be expected, since that is what the description shows:

And in case you are new to this evolution system, I should have explained better.
Those numbers on the left are indicating the maximum possible upgrade of the listed attribute. The number on the right is the cap, and if your player receiving the maximum upgrade will take them above that number, then you will not receive the full upgrade. You will only receive enough to reach that number. If you started at or above that number, you will receive no upgrade at all to that attribute.
Also, all upgrades, including playstyles, are given in the order they are displayed. And once any specific thing reaches the corresponding 'cap' number on the right, that is the end of that specific upgrade. So keep that in mind when deciding what item to use. Sorry if my explanation is not the best.
