Lag spikes to 1000ms when winning?

Is anyone else noticing this?  Certain players I play always on PC or Sony never on xbox will give me lag spikes from 20ms to 1000ms but only when i start winning and then as soon as i lose the ball the lag goes away and as soon as they start to win after not being able to control my player all of a sudden my ping goes back to 20ms and smooth as butter.  It appears as if these players are somehow manipulating ping time.  EA are you going to start monitoring for cheating?  I think it needs to be looked into.
