Menu moves on it's own

Controller: PS4
Platform: PC - Steam

When I start the game nothing happens. But when I open any overlays like steam overlay or have the game shortcut me to a certain screen the menu selector moves on it's own to the right. It's always to the right. I have tried unplugging my controller. I have tried another controller I still happens. It keeps on doing it even if I unplug my controller. It also happens when I tab out of the game and go in again. Can anyone help me.

I have even tried turning steam inputs of. On and on default on steam. I have also tried it ingame and turn it of. But it still happens.
