Micro Stuttering (With no fps or frametime drops)

This game has been micro stuttering since its launch for me (even Fc 24 was the same), but after every update it becomes worse and worse and worse to the point its unplayable now. I have constant fps with no drops, i have monitored everything and tried everything you could possibly do but nothing works. Ive messed around with every nvidia control panel setting, tried every capped fps, changed monitor settings, windows settings, even tried BIOS tweaks. I have no issues in any other game just with FC 25. The micro stuttering i describe is unsmooth player movements, when their running their legs random twitch and glitch, receiving balls, all dribbling movements are glitchy and not smooth , players feel like their micro teleporting.

How is it possible for a game to stutter so much with no fps drops or frametime?
