Penalty area zoom setting set to 0, still zooms in

I think the setting for 'Penalty Area Zoom' is broken as I have it set to 0 but when I dribble into the penalty area the camera will still zoom. This would be helpful if it were not for the fact that it changes the direction I need to switch my left stick to since the perspective of the camera changed.

The angle/direction needed for a pass when in the midfield is not the same as in the attacking/defending third. The slider does nothing. I tried changing it from 0 to 10 and then from 10 to 0 and there was no difference.
