If you go to the main forum there is a sticky explaining maintenance on the forum. They are finalizing the move from the answer forum.

Yes, we've removed the announcement thread now and notifications should be enabled again. But let us know if you're still having issues with them. To note, unfortunately it's not possible to retroactively get all the notifications from the past couple of days.
