You may need to check how to pair each controller separately via Bluetooth settings.

I found the following instructions online that may help in this case: 

• Connect your PS4 controller to your PC using Bluetooth.
• Go to Control Panel and navigate to Hardware and Sound, then Devices and Printers.
• Right-click on Wireless Controller and select Properties.
• Under the Hardware tab, choose Bluetooth HID Device.
• Click on Properties, then Change Settings, and go to Power Management.
• Uncheck "Allow the computer to turn off this device to save power."
• Repeat these steps for each additional PS4 controller.
