Starting and BIN price set to 99 for transfers

When I go to list players on the transfer market the starting price and buy it now price are set to 99. Have I got some sort of transfer ban(no idea why I would have) or is it a glitch??  Example pi...

I have the same issue.

I know he is only worth a small amount. I have others that say the same thing
