TOTS cosmetic

After evolving 92 rated Henry to 94 TOTS evolution,  I then applied the 25,000 coin TOTS cosmetic so that I can then use the upgrade plus to take him to 95. However all the TOTS cosmetic did was put a coloured band around his card and kept him as TOTS evolution meaning I cannot upgrade him further.
