why I get the lowest grade icon card in every pack?

I have played FC25 for over 1,000 matches and opened more than 1,000 packs, but I only get low-grade Icon cards like Hagi, Baresi, and Xavi. I’ve never received any high-value cards like other player...

@Chat_mwa_TH_OL Everyone is basically discard so it’s going to be really rare to pack someone of value. We have to many rewards and packs.
