Rivals Rewards Consideration

I opened Div 1 Rewards and did not get a single walkout, or anyone over 84 rated. This is from 1x 83+ player pick, 3x 84+ player pick, mega pack, 81+ TOTW pack, and 10x 75+ players. Shouldn't you be guaranteed at least ONE walkout from Div 1 Rewards?
