Unable to play Co-Op rivals

I have two controllers in my house and when my friend comes over to play it will not let us use the second controller.

We are logging into an account with ps+ and then when loading into a rivals game we should be able to press triangle to add a second player but it does not work. It has always worked on previous games but this year it hasn’t worked once and we have tried a good amount of times.
