Wrong Icon cards in packs

Yesterday on the launch of TOTY honorable mentions I opened a store pack with FIFA points.  The pack contained BASE Roberto Carlos. As he should be in the Current TOTY promotion I contacted EA to ask.  Two agents on their live chat have confirmed TOTY icons are in packs, but due to a technical issue the studio were aware of weren't in packs for yesterday 6pm until 5:59pm today. Surely I should have got the TOTY Roberto Carlos and not the base card.
