Cant buy Madden 24/play

So I bought madden 24 today on steam. Game won't launch because the stupid EA app says I don't own it. Decide to refund it because I saw it was on ps4. Can't even buy it on ps4. I refuse to buy this game at full price so will this issue be resolved by the 28th considering I don't see EA at all making any mention of this issue
