custom draft class - Make it easier please

I don't know if this exists, can't find any evidence that it does, but would be great to have a significantly easier way to create a custom draft class.  The number of steps to customize a draft class on the console is extremely time consuming.  Could we have an online template that makes this much easier (or if it exists, can someone point me to it).  It is very clear how the database is structured, and seems like a simple CSV file upload should be able to create a fully custom class at maybe 5-10% of the time / work.
