Allow players to launch the game OFFLINE on Linux / Steam Deck

Title. We should be able to at least play the game OFFLINE on Linux/Steam Deck. The fact that the anti cheat completely blocks launching the game on Linux instead of just blocking online play is unnecessary gatekeeping.

This is besides the fact that there is no concrete data linking blocking Linux to a SIGNIFICANT decrease in cheaters. We have already seen no tangible improvement doing this on Apex, and Rockstar Games was completely unsuccessful in reducing cheaters on GTA by blocking Linux. Newsflash - the majority of cheaters use WINDOWS too - the most exploitable OS in the world!
